The squat volume in SS is low, you are basically only doing one heavy workset of five in a week. The extra leg stuff is necessary in my opinion to stimulate the muscles in your thighs to develop and push along the squat. Just like how curls and tricep extensions can help the bench press. In terms of power cleans, doing 5's instead of 's you typically see programmed forces you to focus more and use better technique.
